School Cleaning Standards — What Headteachers and Bursars Need to Know

School cleaning is not the same as office cleaning. The combination of high pupil numbers, regulated hygiene requirements, safeguarding obligations, and the scrutiny of Ofsted inspections makes school cleaning one of the most demanding and consequential areas of commercial cleaning.
Here's what headteachers, bursars, and school business managers need to know.
Why School Cleaning Is Different
Schools present a unique set of cleaning challenges:
- High density of users — a secondary school of 1,200 pupils generates significantly more contamination per square metre than a typical office
- Safeguarding requirements — all cleaning staff must be DBS checked and reference verified before working on school premises
- Regulated hygiene standards — schools are subject to inspection by Ofsted, which assesses the cleanliness and maintenance of the physical environment
- Infection control — schools are high-risk environments for the spread of illness, particularly during winter months
- Out-of-hours working — most school cleaning is carried out after pupils have left, requiring staff who can work independently and are trusted to be on site unsupervised
What Ofsted Looks for in School Cleaning
Ofsted inspectors assess the physical environment of a school as part of their overall judgement. While cleaning is not a standalone inspection category, inspectors will note:
- The general cleanliness and tidiness of classrooms, corridors, and common areas
- The condition and hygiene of washroom facilities
- The cleanliness of food preparation and dining areas
- Evidence of a systematic cleaning schedule
A poorly maintained school environment can contribute to a negative overall judgement — and a well-maintained one supports a positive one.
Key Requirements for School Cleaning Contracts
When procuring a school cleaning contract, look for:
DBS checks for all staff. This is non-negotiable. Every member of the cleaning team — not just supervisors — must be DBS checked before being placed on school premises. Ask for evidence.
BICSc membership. The British Institute of Cleaning Science (BICSc) is the UK's leading professional body for the cleaning industry. BICSc-trained staff understand the specific requirements of educational environments.
Infection control protocols. The cleaning company should have documented procedures for managing outbreaks of illness — including norovirus, influenza, and COVID — and should be able to deploy enhanced cleaning quickly when required.
Termly deep cleans. In addition to daily cleaning, schools should have a full deep clean each term — typically during the Christmas, Easter, and summer holidays. This covers carpets, hard floors, washrooms, kitchens, and all classroom furniture.
Flexible cover arrangements. Schools cannot afford to have cleaning staff absent without cover. A professional cleaning company will have a cover team available to ensure continuity of service.
